CGI artist needed

I want to do a video for the heavy guitar tune The Silver fish Farm. I have the synopsis - in my head - it is only 1 minute 22 seconds but it has like 7 different short scenes. I am prepared to do rough scetches (storyboard)... It is more of a visual experience with some storyline to it - than being a story with some visuals to it... it's a typical music video in that sense. It's an illustration to the music. It will be just as mangling as the music itself.
I will pay what is regular for this kind of job for a short video like this. The max is around $300 tho. Please tell me if this is too little - because then I can drop it. I've never contacted anyone before on this matter! My guess is that the normal would be $100 a minute plus a start fee of about the same.
It's not a movie quality product. It is supposed to look reasonable tho. Let's say it has to look better than the bad PC computer games graphics of today but it doesn't have to look as good as the best one's like MYST 3 Exile for example. It has some common elements to it like water and liquid metal but most of it has to be created from scratch.
It must be an experience to watch it. I will need to be a large part of the process as the environments matter quite much so you have to be somewhat chatty and to not be bothered that I have opinions all the time.
Should be possible to do this project through cyber space but once again - you have to be a listener (of my ideas - not my music).
