Biography
Alan Richard Winde is a South African politician and businessman. Winde currently serves as the 8th Premier of the Western Cape. He has held the position since 2019. Since 1999, Winde has also been a Member of the Western Cape Provincial Parliament. He is a member of the Democratic Alliance.

Alan Winde was born in Knysna, Cape Province, South Africa, to Ingrid and William Dave Winde on March 18, 1965. He celebrated his 58th birthday on March 18, 2023. Winde attended and matriculated from Knysna High School, where he was born and raised.

Electricity
Alan Winde came under fire after it was discovered that he lived free of charge with his family in an R177 million mansion in Cape Town. The mansion is called the Leeuwenhof estate, and its R1.7m bill is serviced by the taxpayer. This is clearly what his party is against.
Reports revealed that the Department of Public Works had been paying more for the premier’s municipal services than the regulations allow. The Department reportedly paid about R10 000 a month for his electricity bill despite government regulations clearly stipulating that it only contributes R5 000 a month towards members’ municipal services.
In 2021/2022, his electricity bill was estimated at R56 008.08 at the mansion. More reports by IOL revealed that Western Cape Premier did not pay for “gardening upkeep, maintenance, computer equipment, wifi, and TV subscriptions” at the mansion, which is owned by the state. His party, the DA, is known for speaking out against ministers living free of bills while the citizens struggle.
Transport and Public Works (Infrastructure) MEC Daylin Mitchell told then-GOOD MPL Brett Herron, “The annual operating costs in terms of municipal services and property rates in respect of the Leeuwenhof Estate amounts to R1 410 528 (rounded up) in the 2020/21 financial year and in the current 2021/22 financial year to date R1 224 947 (rounded up),”
“As it is dated October 1, the reply focused on the first five months of the 2021/22 financial year and lists the costs as follows: Electricity, R56 008.08; water, R14 668.66; sewage, R4 923.62; waste/refuse removal, R1 196.88; and property rates, R1 148 715.00.”
